NOTES: War Department postal stationery was
overprinted with a penalty clause in 1879.
Postal Savings envelopes were withdrawn from use in October, 1914. Remainders of the postal savings envelopes
were overprinted with the penalty clause and used by the Post Office Dept. for
its official mail. These overprinted
postal savings envelopes were the first “Penalty” overprinted envelopes issued
