PAYMENT:  Items shipped upon receipt of payment.  Payment in U$ funds:  cash, check, money order, on-line via .  Handling charges are $1.00 per order.  Shipping is charged at actual postage costs.  Insurance, registration, etc. are available at additional cost.  Pennsylvania residents must add 6% sales tax.

NOTES:  War Department postal stationery was overprinted with a penalty clause in 1879.  Postal Savings envelopes were withdrawn from use in October, 1914.  Remainders of the postal savings envelopes were overprinted with the penalty clause and used by the Post Office Dept. for its official mail.  These overprinted postal savings envelopes were the first “Penalty” overprinted envelopes issued since 1879.  The US Post Office found itself with large quantities of surplus pre-stamped envelopes as a result of a rate change.  As a cost saving measure the Post Office decided to overprint these surplus envelopes with the penalty clause and to provide these penalty overprinted envelopes for official mail purposes.
